Port Of Montreal Labour Disruption – Vessel Options

1. The purpose of this notice is to advise that:

In light of the ongoing labour dispute and disruption of container operations at the Port of Montreal, the CBSA is recommending the following options to ensure the continued safety of Canadians and assist industry stakeholders in fulfilling their obligations under Section 12 and Section 13 of the Customs Act.
3. This guidance is necessary to ensure national security requirements are maintained with respect to the radiation screening and risk mitigation of marine containers as per Section 13 of the Customs Act (Presentation of Goods).
4. The following options are available until further notice:
- Vessels wishing to discharge containers must report and present to the Port of Halifax, NS or Port of Saint John, NB or
- Vessels may wait at anchor at the Port of Montreal until the port reopens for normal operations
5. Please note that this change is an interim process until the Port of Montreal re-opens for normal operations.
6. The CBSA is sensitive to the challenges facing the carrier industry, while requirements to comply with ACI remain, non-compliance will be managed responsibly in consideration of the current situation and timeframes for ACI transmissions will be relaxed as per D3-5-1 paragraph 133.
7. Please refer to (Memorandum D3-5-1 Marine Pre-load/Pre-arrival and Reporting Requirements) to review the reporting requirements concerning unscheduled diversions.
